Well, I just wish jail would help in gaining control of substance abuse problems. There are, of course, groups like AA and NA in the prison system, but I'd be the last person to argue that enforced attendance helps beat addiction.

I'll play devil's advocate here: I think that three half-days of passive punishment is nowhere near enough. How about enforced work for the public good, on the order of maintenance of public buildings and property, for instance.

Can't disagree with you on the % of inmates who are there on drug charges either. It's a big problem and IMO, not solved in jail.
