After all, targeting random individuals at news organizations is hardly an effective method of terror attack if your goal is large-scale casualties. But it is a highly efficient way to spread low-grade panic. “What they’ve done guarantees it’s going to be covered as a huge story,” says Terry Moran, a propaganda analyst at New York University. “A panic about anthrax can be as effective as the anthrax itself.”
