a developing nation is excused any outrage...

Yes, it seems so. If a western country were to kidnap black Africans and press them into slavery, it would - justifiably - be an outrage. Indeed, we are criticized for doing this as recently as a century and a half ago. Fine. But why is there no outrage - particularly among those who set themselves up as moral judges - for the slave trade going on NOW in Sudan and Mauretania?

If a western country persecuted people for their religious beliefs and peaceful religious practices, it would be an outrage - again justifiably. But religious freedom doesn't exist in most Muslim countries or in Communist countries like China. It would be "imposing values" to expect any different.

Democracy, religious toleration, and the rule of law developed over the course of time in the west and while we can't and shouldn't IMPOSE these everywhere, it would be very good if these practices spread and we should encourage this.
