Well on the terror rating scale my team of judges is giving the anthrax effort a general judgement of Lame:

judging categories:

execution: very boring lacking pizazz, style sloppy, indecisive fear creation

creating the unknown: who cares vs. the cure

causing systemic breakdowns: not really

bang for the postage buck: highest rating

overall score: 3.5

expectations for improvement: probability high
