I tend to agree with those that suggest the smallpox (and other contagious virii - such as the Spanish Flu which you can find by digging up bodies in iceland, no security required) is unlikely due to the 'mutually assured destruction' aspects of it.

I fear more the nuke side of things, and "dirty bombs" being high on the list.

A dirty bomb, or more likely given OBL's modus operandi, a bunch of dirty bombs timed to detonate more or less at the same time - contaminating a bunch of financial centres or major food production centres - well that would be very devastating.

A Dirty Bomb

The most accessible nuclear device for any terrorist would be a radiological dispersion bomb. This so-called 'dirty bomb' would consist of waste by-products from nuclear reactors wrapped in conventional explosives, which upon detonation would spew deadly radioactive particles into the environment. This is an expedient weapon, in that radioactive waste material is relatively easy to obtain. Radioactive waste is widely found throughout the world, and in general is not as well guarded as actual nuclear weapons.
