Itron has been around for a long time, going back to my utility co. days. Itron sets up in-house developed radio based data collection networks for utilcos based on radio relays (one at each meter) which propigates data to hubs then to host, doesn't use cellular, very low total data in network. No telco charges involved except maybe wireline between higher up hubs and host. Nothing special.
