I'm not sure how many governments grant official recognition to the Dali Lama's government. Do you have a link showing the numbers and type of recognition? I thought that many governments that recognized the Ching Dynasty and the Republic of China never recognized Tibetan independence after World War II.

I think that the People's Republic of China requires acknowledgment of their control of Tibet before establishing diplomatic relations, just as they require all nations recognize that there is only one China and Taiwan is a part of China.

I do not believe that most nations accord the Dali Lama "Head of State" status when he visits. The PRC would immediately withdraw their ambassador.
