The Afghans did not blow up the WTC.

We don't yet know who did. But it appears most likely that while the Afghans did not, their government provided safety, legitimacy, and resources to those who did. If the Afghan government had not given aid, comfort, and protection to Bin Laden, but had either arrested him and turned him over to the country which had issued a warrant for his arrest, or had refused him sancutary in their nation, there is a reasonable chance that the attacks would not have happened.

I consider that to be responsibility.

And I also consider that a people who have put up with a government for as many years as the Afghans have put up with the Taliban are responsible for the acts of their government.
