My theory on that is this: (a) they could attack Jews, but then they risk people saying, "it is just Jews who are attacked & we are not Jews: (b) Arafat has counseled them that, if they attack Jews, this will strengthen Israel's hand by bolstering the argument that Israel is needed as a refuge from anti-Jewish attacks.

A third possibility is that the goals of bin Laden are so large that they transcend Israel and Jews & he wants to take dead at at the power centers of the West--ergo, he targets U.S. financial institutions, media, and top politicians. Targeting Jewish organizations just doesn't get him where he wants to go.
