If I do not speak up, then I allow other voices to represent me. That would be wrong (imo only, of course). I don't know who you think does not have a fricking government. If you mean the Afghans, I believe I already said they do not have the kind of government we would think of as a government. It isn't in charge, it isn't capable of providing services, and it is kept in power by the force of weaponry. Bush's suggestion to have them overseen by the UN is a little scary though. Can you say quagmire?
