Indeed... that's what I meant by 'historical choices notwithstanding'. I'm assuming that's also what Churchill himself was referring to in the speech. Possibly there was additional stress on 'apparently' - presuming the speech was after the war, or at least 1944 or later, then hindsight would almost require it. [If it was earlier, say 1940-41, then it's superbly judged confidence].

But I still find his juxtaposition wry.
