If it's going to be made available for terrestrial purposes, the FCC would hold an auction so that Nextel and others could bid $5 billion for a chunk of it.

The successful bidder would have the right to build out a terrestrial network and supply service to people with Globalstar phones or terrestrial-only phones, maybe in TDMA or OFDM, or some mode other than CDMA.
