There's a slight difference. He was a minister in an elected government and obeyed the policies of that government. Also, he never ordered or arranged bombings of discos or restaurants in the West Bank.

If Sharon behaved like Arafat, he would send the hard-liners out to drive a million Palestinians out of the West Bank, then wring his hands, deplore it, and claim it had nothing to do with him. As we all know, heads of states cannot get away with this sort of behavior, which Arafat has made a lifetime specialty.
