Smart card can't prevent 9/11 hijacking. Most hijackers are legally living in US, without any previous criminal record. Well even someone has a criminal record, could we deny him boarding an airplane? Smart card can't prevent anthrax terror... This is a plot for him to "nationalize" database (everyone has to use oracle). Those lawmakers are brainless and might got contribution from Larry.
