NTT Applies to Establish Special Type II International Telecom Business Company

Nippon Telegraph & Telephone Corporation (NTT) announced today that it applied to the Minister of Posts and Telecommunications for approval to establish a special Type II international telecommunications business company with the aim of providing global end-to-end services that connect Japan and locations in the United States, Europe and Asia. The application precedes NTT's advance into the international telecommunications field following enactment of revised NTT Law.

The new company will be established immediately following approval and is expected to commence services this autumn.

Background

NTT, since the beginning of this year, has been applying for licenses to establish subsidiaries in the United States, Europe and Asia to provide global end-to-end services to clients centering on multinational corporations.

The revised NTT Law permits NTT, through subsidiary companies, to offer international telecommunications services in Japan. As part of this new business, NTT has now applied to establish a special Type II international telecommunications business company to provide global end-to-end services in Japan.

The company will enable NTT to connect all major areas within the United States, Europe and Asia to Japan ("end-to-end") and provide international telecommunications services in cooperation with the overseas subsidiaries in these markets.

Future Plans

The new company will start by providing global end-to-end services, mainly to multinational corporations, including frame relay services, managed bandwidth and high-quality IP connection services.

The company is also planning to provide various other services matched to the needs of individual users, in the future.

Ensuring Fair Competition

Regarding the company's operations, the following measures will be taken to promote fair competition in the Japanese market:

(1) The company will operate separately from NTT, handling its own financial matters and preparing its own financial statements as required by laws.(2)NTT will use the same criteria for interconnection with NTT Worldwide Telecommunications Corporation and other companies.(3) NTT will place the same requirement on NTT Worldwide Telecommunications Corporation and other companies regarding joint activities, such as research and development and information disclosure.(4) NTT employees will be transferred temporarily to NTT Worldwide Telecommunications Corporation until the reorganization of NTT.
