No. It was mostly due to the dynamism of the American economy. Clinton did some things right, like support NAFTA and the liberalization of GATT, but he needed Republican support to get ratification. He did some things wrong, like pursue the nationalization of health care, but fortunately was stopped. In the given time frame, the agenda was practically driven by the Congress, so it may be that it is more responsible for whatever was done right. The biggest question is the relationship between the growth and the downturn. It may be a normal cyclicality. It surely has a boom- bust component in respect of the over- hyped tech sector. It is not clear what happened over- all yet. The main point is that if government policies caused the downturn, they were policies put in place during the last Administration......
