I think you have to consider cost. Cost of additional L2 is minimal. You probably have a better idea, but my guess is that additional 256K of L2 is no more than 10 to 20 mm^2. How much does it cost to add this much die space? THis is purely addition to the silicon. To calculate this, you would have to exclude all the overhead associated with the processor (packaging, testing, transportation, marketing) and count just the silicon.

My ballpark number is that the cost is about $2. Now compare to all your suggestions (and the fact that you are talking about changing the infrastructure). Offchip L3, or more expensive memory are a non-starter, until it is adopted by the industry.

The real cost to AMD would be the limit on capacity. If Intel can force AMD processor die size to grow, and cap the capacity at say 30 million CPUs, or 20% or less of market share, Intel will have a free hand in creating "shortages" of some desirable parts, and charging $500 or more for those processors. Nevermind the fact that Intel will have capacity to take 500% of the market share.
