ASAP it will be local, accurate, no damage to surrounding areas, with high cave penetration missiles that will reach the leaders. And who will know of this ? Only nations that monitor sensitive telluric moves, India, China, Russia, Norway, Sweden, France.
I wonder if any of them will have the guts to break the news, and how soon after the events ; or in other words, not to comply the Alliance ? And I don't see the Tals coming out telling us how bad it is for their leaders.
