construct a scenario where the US is attacked by a true weapon of mass destruction and pin the blame on an Arab state - say Iraq - the US retailiates with a nuclear strike - and evidence is later shown that Iraq is not behind it. Faniciful thinking here, I know.

I would hope the government would be very sure of guilt before such a move. On the other hand, if a WMD is used against us leading to widespread destruction and/or loss of life, and a State or States are found to be behind this, I would hope the nation would respond with an immediate, devastating nuclear strike - but an airburst, so that the spread of lethal radiation is contained. If not, then deterrence is dead, and we can then expect a far worse attack next time around. Enemies who would use these weapons against anyone, well, at that point they would need to be taught how far the nation will go to protect itself.
