Retail trade - which accounted for almost a quarter of the improvement - was largely dominated by impressive gains at Wal-Mart, which, with its emphasis on large stores and discount pricing, increased its efficiency and sales and forced other companies to follow best practices.

This is a little of a which came first the chicken or the egg. I do not believe Wal-Mart would have become as effcient as they are in their "huge" Super Wal-Marts if it were not for improved technology. There are just too many products that need to be in stock in a just in time fashion and a knowledge of what is and is not selling. I personally would not attribute all this efficiency to better management unless one takes the position that better management invested in IT.
