I haven't toured Saudi Arabia, but from my experience (and what I heard), Jeddah is most liberal, followed by Riyadh.
Mecca and Medina are most strict, and not open to non-Moslems.

ARAMCO : best definition I heard was "its USA inside Saudi Arabia".
