Tip, do they get away with it?

Well, it may be illegal in the strict sense, but the courts have almost always held otherwise. Most civil courts wouldn't touch a tax constitutionality case with a 10-mile pole, anyway - the cases are almost universally resolved in administrative hearing panels ("tax court") that have no binding application to constitutional interpretation. So it makes no difference if one argues the fine points of the tax law (as tax protesters attempt to do)- the panel can simply ignore the citations made by the defendant. Although I admire the conviction and stubborn determination of such people, it seems that FAR LESS time and trouble is involved with simply coughing up what our rulers tell us... JMHO.
