I was thinking about that a little. I think the best deterence would be a policy of "if you unleash it, we will identify and contain it, culture it in a lab a 10000000 times over, and return it ALL to your country." And don't bother to come asking for our help for the antibiotic or treatment.

Use those hi-tech remote control unmanned spy planes, load them up, and drill it right into various strategic areas surrounding the perpetrators.

If the US barely has the medical systems to deal with such a tragedy, then think what would happen in oh say Iraq as they tried to control it with very limited resources?
