"Weapons grade" has so many connotations, that it's easy to misinterpret the meaning. I assume they meant that it was in the <5 micron size, and the spores were kept from clustering by mixing with powder, with the resulting mixture being buoyant so that it could linger in the air and get into lungs. If so, that does require a degree of sophistication, but no more than has been shown by homegrown Aryan nation followers. One of them was/is a microbiologist, and built a clandestine lab that had those capabilities. At this point, unless we hear of massive more cases, my inclination is that this is a homegrown attack. You know, some of these groups will piggyback on a terrorist attack to create more division and foster class/religious warfare. Remember Manson?

Regardless of the culprit, it's not easy to get rid of those spores in climate-controlled buildings, unless every surface is disinfected. I suspect we're going to see more cases over the next several months, or even years, even if no more mailings were done.
