A classic example of a central authority imposing their will is Washington D.C. kicking cattle off BLM lands. For thousands of years buffalo kept those lands free of long grass and stomped dead brush into the ground. When they were gone and replaced with cattle much the same process was in effect but obviously not as efficient.

With the methane burpers taken off BLM lands, Montana and Wyoming at the end of a long hot summer with uneaten long grass exploded into flames. Any local rancher or farmer could see what was going to happen. Capitalist or communist central authorities don't work to the benefit of anyone.
