That should be sent to the administration to jog their thought processes into remembering that the simplest solution usually is the best IN THE SHORT and LONG term.. Here's mine:

We could signal to the Afghan people, we are coming with REAL food aid.. on the ground.. With truck convoys, Not the phony air drops, that IMO, are just propaganda.. If we can mobilize all that military fire power in a month.. We could do the same with a massive ground based food and humanitarian aid program in the same time frame..

And IMO, it would be one helluva lot more long lasting AND CHEAPER in money and MORE importantly in lives... We own the skys now, Actually, I'm sure we did before too, so it shouldn't be much of a military risk..

And once real food gets to the populace, the populace lets us get to the terrorists..To be crass about it. We win the hearts and minds through the stomachs and curing the ills of this war-ravaged population by GIVING food and humanitarian aid rather than.. .......MORE war..

I think there is an old saying that goes something like this "The way to a man's heart is through his stomach".. And I bet that would apply to the women and children there too..
