Congress,parliement is supposed to represent their voters and the election system.

PS That is why many informed americans speak the way they do about england,no checks nor balances, although they know they speak from a not that much better situation, the catch-22 of pure 2-parties.
(but england has the chance of doing something about it, although one should not speak about it)
