What a difference the war on terrorism has made. In the great geopolitical upheavals since last month’s terrorist attacks the US-Russia-China “triangle”, a familiar Cold War concept, has collapsed, probably for good. The Bush Administration now embraces Russia not merely as an ally of convenience but as a friend. China, which has put huge effort into building a strategic partnership with Russia to counterbalance the US, feels itself to be sidelined by both. Two encounters at the Apec summit in Shanghai, one yesterday and one tomorrow, underline how much has changed.
