Sure, but as BMW points out, here are a lot of other things that can go wrong at a fab. How about the fact that the German labor force has been (successfully) lobbying for less hours and longer vacation for years. Last I heard, they worked 37.5 hours per week, had 6 weeks vacation a year and layoffs were illegal (or something close to impossible). Maybe that's why AMD lays off everyone they need to in the US and leaves Dresden untouched. Patriotic.
