So taping out is like a software package going Golden Master as in ready to shrink wrap ..

Yet isn't only three months from start to finish fabbing a chip? Wouldn't a design tape out several times before it's ready for manufacture? If that were the case, then the Inq story of taped out chipsets w/o a taped out CPU would make sense from a testing standpoint. They've tested with pre-final silicomn and found the chipsets ready and the CPU needing more work, or a final design on the .15 copper SOI process.
