I am sorry, but there is nothing in the Surah 9 that any non-Moslems broke their treaty. All it says you(Moslems)have to honor their treaty until it comes to its term and after that wait for the holy months (i.e. Ramadan) to pass and then go slay them in ambush. There is no mysterious translation here, it is quite simple. Stop making things up.
