Albert, ??? That sounds just like a shortage caused by higher demand...of the CPUs. Apparently there is a socket shortage and no-one want 200 CPUs and 300 Mobos, 300 vid cards if the last two are not in short supply. They want 200 of each.
So the shortage of one component reflcets back into the supply chain and limts production to that short component value.

Now some may choose to build systems with no CPU and add it later, but with recent low margins and JIT buying prectices that may put you under water vis-a-vis your competition if the mobos etc fall in price due to the bottleneck in CPUs.
