The purpose of marketing is to change perceptions about possibilities and thereby encourage consumers to expand their personal definitions of "need". Why else would MSFT and INTC be planning on spending hundreds of millions of dollars associated with the upcoming XP launch?

That is the key. That is why any company advertises its product in the first place. It is a big mistake to underestimates the potential of this campaign. Its success will surprise even the more optimistic forecasters for this launch. It is a well known fact that sales of PCs slows down a bit just prior to a major Windows launch (95, 98).
(I don't call "Windows ME" a major launch)

There will be some of these buyers as well as those that have older PCs.
As for need, all those pre-Y2K machines that were bought are now getting old.

XP's stability will also be a huge selling point for upgrades or new PCs.
