Semi, If you say so, then it must be true, but it must have a cost. In that case it must be a cost Intel is willing to bear in exchange for the advantages...or disadvantages?

On the Plus side, Copy Exactly has resulted in the High Volume Sites matching the development site. Since the Process won't be transferred until it's manufacturable, the High Volume site should (in theory) be darn near close to turn-key. Install the tools, load the recipes, and go.

The trade off is probably in early Process Improvement. Copy exactly discourages changes at startup, unless made at both the Development Site, and the High Volume Site. A Manufacturing Engineer would have to convince development that there is a "Need" to change, rather than a "Want" to change. Later, the Process Engineers make the calls.
