And don't forget that companies are still announcing layoffs right and left. You just don't lay off employees if you see the economy picking up. You don't lay off employees at "the bottom." You lay off employees if you want to survive continued economic contraction. It's expensive to lay off employees, and it's expensive to hire them again when things finally pick up. So if companies see those expenses as justified, they are not predicting a big immediate economic turnaround.
