Your mental image of Brentwood as a neighborhood post office is factually off base. Seriously, you need to think of Brentwood as a factory type setting - 1000 people work there.

The public health failure there was probably due to complacency, because the postal service facilities in Florida and New Jersey were tested, and came up negative. The fact that the public health honchos in charge of the facility are actually in DC means that they are mostly black, and hardly can be accused of racism.

Lack of competence maybe. Overloaded maybe. DC is always notoriously strapped for cash, and its public health system is notoriously overloaded. Given that it's DC, I doubt very much if the facility was in Georgetown, the outcome would have been different. They just dropped the ball.
