If a terrorist smallpox attack kills 250,000, there will be no response that will help very much. We are NOT evil. We can NOT kill 250,000 innocent civilians because their leaders murdered us. We will expend every effort to destroy the perpetrators.

It is very difficult to be good in a world of evil. We must protect ourselves with all our resources and resolve because we are not able to justify or gain solace from wholesale retribution.

I don't believe that nukes deterred Saddam Hussein. He doesn't care about his people. He was deterred by the knowledge that he would be hunted down and destroyed. Unfortunately, the current enemy laughs in the face of death. Nukes will only kill innocents and raise the ante.
