Cary, Tactical nukes that take out bin laden could be positive and the threat of nukes in somalia and iraq can get a positive reaction from those regimes. Sadaam is a western creation and wants to live and stay in power. The deal with sadam could be inspections and dismantling plus the end of sanctions and support for rebels. There are a million different permutations. Even bin laden may actually not want to die and maybe a side agreement thru a third party would have him give up extreme measures for a US quid quo pro not to use nukes on his cave. mike PS I am tired--write about ratcheting.
