is the IRA leader hiding in boston, conducting television interviews condemning england's government and threatening to do further damage, and are there IRA soldiers there in boston who are in control of 90% of the city?

Certainly, if #1 and #2 were happening (and they most likely have happened at some point), the British would not commence a bombing raid on Boston. Agreed? And #3 is irrelevant, unless you are advocating killing Afghan peasants because of a military that has seized their government.
