I remember at the time hearing quotes attributed to Saddam, about how U.S. presidents come and go, but he remains in power. Iraq was in no position to bargain at the end of the gulf war, the U.S. could have easily negotiated more constraints than was ultimately the case, said Frontline.

I might agree with this assessment, but who was actually calling for additional constraints at the time? Many thought he was so weakened that he would fall from within. That did not happen. Who were the advocates for further actions or concessions? I don't think the appetite was there and certainly was not present on an international front.
