I disagree. The "evil framework" is self-defeating. It's the numbers that count.

These countries and cults are failures, politically, culturally, and financially, and can only be supported as pawns in a larger game, by oil or nationalist/militarist interests. They cannot conquer territory and keep it for gain. They can only blackmail, and not for long anymore. Eventually the pressures of a theocracy founded on internal or external violence causes it to fail, if you believe that information is essentially irreversible.

Once military opposition is clear and the funding is cut off, the leaders in these violent cultures will have to either accept food aid and "cultural imperialism" that seeps in with it, or self-destruct. They've lost the option to behave themselves and attempt to live in the past peacefully.
