Gopher, I think the recent release of 1.4G P4-478 chips is proof that the bin splits of the 478 chips are NOT GOOD. A new stepping and pin-out is designed for only one thing, higher MHz, but now we have the new stepping/pinout covering the same MHz range as the original stepping/pinout. Sounds like botched notched gates to me.

First, your assumption that new steppings "are for only one thing", is not correct. There may be several reasons for a new stepping. Secondly, your assumption about P4 Bin-Splits is not correct. Third, P860 does not used Notched Poly anymore.
