I agree for the most part with your assessment. I also think we were trying (mostly, hoping) to bring a coalition govt of Shiite, Sunni, and Kurdish moderates to power. The problem was, to do anything required the overthrow of Saddam, and we falsely believed we had weakened his stronghold enough that he could be toppled. When he wasn't, we had what I can only compare to another betrayal of equal magnitude to the Bay of Pigs.
