Conditions??? Arafat has not lived up to the conditions of previous agreements. Being the lowlife, dishonest murderer, that he is, he could have accepted Israel's offer, and then just ignored his promises and pledges, as he has been shown to do in the past.
Arafat knew that he could accept land and statehood, and then after the dust settled, go back to his aim of destroying Israel. The only thing that would keep him from lying his way into an agreement for peace and statehood, is if he KNEW that America was going to suffer an overwhelming attack, by his terrorist allies, and that America would be too weak to help Israel. Stupid, treacherous people do stupid things.

I don't agree. Why didn't he get killed after the Oslo accords? Arafat has many well paid bodyguards.
I'm sure that Arafat knew about the attack against America. He had to know.
