Shays: Anthrax May be Distraction for Bigger Attack

Thursday Oct. 25, 2001; 12:25 a.m. EDT

Rep. Christopher Shays (R-Ct), who heads up the House Committee on National Security and has held 18 hearings on terrorism in the last 3 years, warned late Wednesday that the wave of anthrax attacks currently sweeping the nation may be a prelude to a larger terrorist assault on the U.S.

"It may be a different kind of attack later. It may not be anthrax," Shays told Fox News Channel's "Hannity & Colmes." "This may just be a distraction for something that could be much bigger."

Shays' warning mirrors that of former Reagan CIA Afghanistan expert Jack Devine, who told NBC News earlier in the day that the current wave of anthrax attacks are a "diversion," as the al-Qaeda network plans a more significant attack. (Read NewsMax.com's report on Devine's comments.)

Shays told FNC's Sean Hannity that he worried that terrorists would attack the nation's energy infrastructure in a way that could cause maximum panic. "I fear for our electric generating nuclear plants. I'm very concerned about that."

He recommended that U.S. troops be deployed to guard U.S. nuclear facilities.

Shays said America is also vulnerable to a chemical weapons attack that he theorized would include bombing a train carry some toxic substance.

"We haven't done a proper assessment of the terrorist threat," Shays warned. "We need to reorganize our government in order to respond more effectively."
