You don't make sense.

At 500 miles per hour that plane didn't have the ability to maneuver like a fighter. Just because you fly over something doesn't men you can hit it, especially with inexperienced pilots.

We have the controllers tracking vs. nothing. It's pretty obvious that the WH was the target and that, when missed, the pentagon became the second, easier target.
