The plane was coming from the west/southwest at final approach it flew over Army Navy CC, by the Navy Annex and along I 395 after it turns eastward near the Pentagon, the plane had already been by Dulles for some minutes. They said it was flying toward any of the buildings(Capitol, Pentagon, White House) and then circled. I cannot understand how it circled undetected unless it was at at least 10,000 feet which discredits everything the ATC said, and circled and came down into the Pentagon. It would have been sighted if it was low. So it either went straight in or circled high and came down in. If it did the latter I don't understand why it didn't pop the River Side of the Pentagon. Seems to me it just flew into the Pentagon
