National ID cards

Here an argument against their use. What would be the documents required to obtain a national ID card? I suppose they would be Social Security Card, Drivers License, Birth Certificate and or US passport. All of which are easily and commonly forged. Therefore the bad guys could obtain the new national ID replete with its fingerprints, retinal scans and other sophisticated identification schemes by using the aforementioned forged documents and thereafter use the new national ID with impunity. I'd be interested in hearing some counter arguments.

By the way this is my first post on the current crisis so be easy on me I'm a novice.
