George, War is not beanbag. It is one country or group at war with another. It is not just one army at war with another. The brouhaha about civilian deaths is always present at the start of wars. But when things get rough, nobody cares. For example, even Hitler targeted military targets in England until two factors changed his mind: the resistance of the RAF and the bombing of Berlin. I know you aren't saying this, but many believe that wars can be fought while civilians live their lives normally. Unless the war is extremely one-sided, that's not likely.
