Vouchers have broad support among conservative factions, including those of a libertarian stripe. Although it is clear that Christian schools hope to profit from it, and therefore be able to pursue their own school agenda, the main idea is that schools will profit from introducing widespread competition, and that this is the way to get true parental sovereignty over education, allowing diversity, innovation, setting high standards and focusing on outcomes. The black support of vouchers arises from the success of parochial schools in educating inner city youth. Most Catholic parishes inside the city have a majority of black children in their schools, although most of the students are not Catholic. Students transferring to those schools usually do better. Finally, a pilot program in Milwaukee has been considered very successful, and has primarily helped minorities........
